今、Jhon J. Mearsheimerシカゴ大学教授の『The Tragedy of Great Power Politics』（邦訳版「大国政治の悲劇」）を読んでいる。何年か前に買って、本棚に寝かせたままにしていたのを引っ張り出してきたのだが、買った時の動機がどうしても思い出せない。
過去に配信されたいくつかの動画で、伊藤貫がミアシャイマーについて何度も肯定的に評価しているのを見たことがあり、多分それが購入する動機になっていたように思われる。
先日のブログで書いたように、伊藤氏の「自主的核抑止力」に感銘を受けて、やっと読む気になり本棚から引っ張り出してきた次第である。インデックスを除くと540ページにのぼる大部の本だ。
辞書を頼りに、これから長丁場の格闘を覚悟しなければならないが、読み始めると大変論理的で説得力のある文章であることがわかる。国際政治の現実について書いているが、ぼくにとっては新しい知見であり、未経験の分野である。早速次のような文章に魅了された。
「Why do great powers behave this way ? My answer is that the structure of the international system forces states which seek only to be secure nonethless to act aggressively toward each other. Three features of the international system combine to cause states to fear one another : 1 ）the abscence of a central authority that sits above states and can protect them from each other, 2 ）the fact that states always have some offensive military capability,and 3 ）the fact that states can never be certain about other states' intentions. Given this fear ー which can never be wholly eliminated ー states recognize that the more powerful they are relative to their rivals, the better their chances of survival. Indeed, the best guarantee of survival is to be a hegemon, because no other state can seriously threaten such a mighty power.
This situation, which no one consciously desigined or intended, is genuinely tragic. Great powers that have no reason to fight each other ー that are merely concerned with their own survival ー neverthless have little choice but to pursue power and to seek to dominate the other states in the system. (3p.)」
大国同士が相争わなければならない理由について、ミアシャイマー教授は次のように語っている。「大国が求めているのは安定であるにもかかわらず、お互いが攻撃的になるのは、国際システムの構造がそうさせるのである。」
そして大国がお互いを恐れる国際システムの要素として次の３点を挙げている。
１. 大国をお互いから保護する中央権力の不在
２. 大国は常に攻撃的な軍事力を保有している
３. 他の大国の意図が理解できない
これらの恐怖があるから、大国は生き残りをかけてますます強力になろうとする。それを最大に保証するのは覇権そのものである。覇権国を脅す国は存在しないからだ。
ミアシャイマー教授は言う「誰が意識的にデザインしたのでもなく意図したわけでもないこの状況は誠に悲劇的である。」
上に引用した文章を読むだけで、ミアシャイマー教授の思考方法が徹底した現実主義であることが理解できる。国際社会は専制主義国家と民主主義国家の争いと捉える言論人がいるが、あまりにも表面的で軽薄すぎる。
現実の国際社会は、国家の形態の如何にかかわらず、覇権をめぐる争いであり、この視点を欠いては国際政治に関係する全てが理解不能になる。
